County Z

Outagamie County, WI

Project Overview

raSmith provided transportation engineering, traffic engineering, and survey services for this $5 million WisDOT Local Program project, which involved the reconstruction of 2.5 miles of County Z between County ZZ and the Brown County line. The roadway was widened to feature six-foot shoulders, with five feet paved to accommodate shoulder rumble strips and on-road bicycle travel. Road profile modifications improved sight distances while generally lowering the roadway profile to limit impacts to adjacent farmland, residences, and wetlands. Safety enhancements at intersections consisted of right-turn lanes and vision triangles, while drainage improvements incorporated regraded ditches and culvert replacements, including several structures up to 72 inches in diameter. Unique construction details and special provisions were prepared for settlement monitoring within a marsh excavation reaching depths of up to 15 feet. Existing beam guard was eliminated or upgraded to meet current safety standards.

Deliverables included survey, plat, preliminary and final design, environmental documentation, a transportation management plan (TMP), design study report (DSR), public involvement, and utility coordination. Through thoughtful engineering solutions and coordinated project delivery, raSmith helped improve roadway safety, enhance bicycle accommodations, strengthen drainage performance, and minimize impacts to surrounding properties and environmental resources. These efforts provided Outagamie County with a safer, more resilient transportation corridor that will serve the community for years to come.
