Main Street & Paradise Drive HSIP Intersection Improvements

Project Overview

raSmith completed a WisDOT HSIP Local Program project to replace traffic signals at three intersections along the Main Street and Paradise Drive corridors in the city of West Bend. The project intersections include the Paradise Drive intersections with Main Street and Silverbrook Drive and the Main Street intersection with Decorah Road. The project intersections experienced high crash rates and a pattern of rear-end and angle crashes. The safety improvements with this HSIP project included slotted left-turn lanes, high-visibility crosswalks, modified right-turn channelization, median modifications, and ADA-accessible curb ramps.

Traffic signal designs included monotube traffic signal arms with traffic signal heads over each travel lane, flashing yellow arrows, reflective backplates, pedestrian countdown timers, and video camera vehicle detection. The project’s traffic control plans included temporary traffic signals and pedestrian accommodations to maintain vehicular and pedestrian traffic during construction. Key stakeholders on the project included the West Bend School District and Holy Angels Cemetery. raSmith coordinated with both parties to accommodate schedules and special events to avoid construction impacts. Additionally, raSmith worked extensively with the City and WisDOT to address HSIP funding shortfalls and developed a cost-reduction plan to deliver the project within budget.
