The Village of Grafton turned to WisDOT’s Signals and ITS Standalone Program (SISP) to fund much-needed upgrades at the WIS 60 (Washington Street) and 12th Avenue intersection. This heavily traveled corridor—used by over 30,000 vehicles daily—faced congestion, outdated infrastructure, and limited pedestrian accommodations.
With SISP funding support, raSmith partnered with the Village to analyze conditions, develop alternatives, and deliver a cost-effective solution within the existing intersection footprint. The improvements enhance traffic flow, pedestrian safety, and long-term signal performance.
Project Improvements:
- Signal system upgrades with video detection and emergency vehicle preemption
- New ADA-compliant pedestrian push buttons and signal heads
- Reconfigured lane assignments to improve traffic flow
- Updated pavement markings and signage
- New westbound signal arm for clearer visibility
- Direct equipment purchasing to reduce lead times and costs
These upgrades not only modernized the signal infrastructure but also improved daily mobility and safety for Grafton residents, businesses, and visitors.
SISP Grant Program Takeaways:
- Support your case with data – SynchrWIS o modeling of peak traffic conditions helped quantify need and support funding justification.
- Stay within existing limits – Designing improvements within the current footprint simplified approvals and aligned with SISP criteria.
- Include multimodal enhancements – Pedestrian-focused upgrades strengthened the grant application and improved accessibility.
- Plan for procurement early – Direct equipment purchases helped manage costs and avoided project delays.
- Communicate with the public –raSmith helped the Village share project information on the Village’s website, providing a clear project summary to inform the public of the planned changes.
- Focus on long-term operations – Upgrades that reduce maintenance and improve signal efficiency align with SISP system goals.
Through the SISP program, WisDOT covered a significant portion of project costs, easing the financial burden on local government while delivering a high-impact solution.
By leveraging raSmith’s expertise and WisDOT resources, Grafton completed a smart, future-ready intersection upgrade without overstretching its budget.
Application Time Period:
WisDOT accepts completed SISP applications on a biannual cycle, with evaluations and awards occurring each spring and fall. raSmith can assist with all aspects of the process—from initial analysis through grant application preparation and design delivery. Applications should be submitted to the appropriate WisDOT SISP Regional Liaison. For more information, visit WisDOT’s SISP page.
