Downtown Plan
City of Appleton, Wisconsin

A plan was created for the City of Appleton’s downtown and adjacent residential neighborhood.

Extensive public participation coordination included multiple focus groups and public meetings, resulting in a consensus vision for the downtown. After a thorough analysis of the downtown, the planning area was divided into eight districts including the core downtown, an arts and entertainment district, a mixed-use district, a public use district centered on the county courthouse, the riverfront, urban residential and residential preservation districts, and a neighborhood commercial district.

The plan established six initiatives for the downtown. Each of these contains a number of strategies intended to achieve the desired vision for downtown. An implementation plan identifies the organizations responsible for each strategy, along with measures of progress. It also establishes a process for annual review of progress in implementing the plan. The plan concludes with design recommendations for rehabilitation and new construction in the downtown area. The plan also provides specific guidance on the character of key redevelopment sites and the public use campus.
